Engineer/Engineering Associate III

Responsibilities of the Engineer/Engineering Associate III:

Manage and monitor statewide airport maintenance programs (pavement, electrical, vegetation management, et al). Assist airport owners with their airfield maintenance needs by educating airport staff on the Aeronautics maintenance programs, giving advice on appropriate maintenance methods and coordinating maintenance efforts with on-call contractors.  Assist the Airport Development Program Manager in administering the aviation maintenance grant program. Monitor and coordinate periodic and ongoing maintenance of statewide automated weather observation stations (AWOS). Assist Airport Development staff with Aeronautics unmanned aerial vehicle (UAV) program. The job duties of this position include but are not limited to the following:
  • Manage airport maintenance programs to include coordination with contractors and airport sponsors.  These programs include: a. Pavement maintenance and rejuvenation / b. Pavement marking / c. Vegetation management / d. Herbicide and Fire Ant Killer / e. Airfield electrical maintenance and repair / f. Windsock replacement / g. State-owned AWOS maintenance and repair / h. Airport signage fabrication (with SC Department of Corrections).
  • Create specifications and maintenance plans and programs. Review and authorize maintenance services expenditures. Perform field inspections. Create, maintain, and analyze program data records.
  • Assist Program Manager of Airport Development with management of grant program. Duties include: a. Perform inspection services for state funded construction grant programs and report findings to Airport Development Program Manager and engineer of record / b. Audit and process grant reimbursement requests / c. Assist in the maintenance of the Comprehensive Airport Information Reporting System (CAIRS).
  • Monitor AWOS equipment performance and maintenance service programs. Perform periodic inspections. Coordinate with on-call contractor for maintenance needs. Manage budget for AWOS program. Manage the associated FCC licensing program.
  • Assist in the deployment of the Unmanned Aerial System (UAS) for airport aerial image and data collection and analysis.
  • Assist in the performance of Airport Safety Data Inspections and Airport Master Record (AMR) data entry of non-Part 139 Public Use Airports.
Minimum and Additional Requirements
  • Qualified as an Engineer in Training (EIT) and ability to obtain professional engineer (PE) license within four (04) years. 
  • Knowledge: Familiarity with FAA standards, regulations and guidelines related to airport design. 
  • Skills: Proficiency in engineering software (e.g. AutoCAD, Civil3D) and knowledge of civil engineering principles and practices. Proficiency in Microsoft products (Outlook, Excel, Word), Adobe Acrobat and ArcGIS. Effective verbal and written communication skills for interacting with team members, airport staff and regulatory agencies. Ability to monitor and manage maintenance program budget.
  • Abilities: Ability to pass security clearance and background check, willingness to travel to airports throughout the state to attend meetings and represent Aeronautics as needed.
